L515 depth sensor worked now doesn't "A device attached to the system is not functioning"

I have an L515 that was working fine, I bought a second, connected the second, and it worked fine.  When I went to enable the first, the depth camera lags for a while when switching the switch for the depth sensor stream, then displays that it's getting no frame data, and if I change the resolution setting, it immediately throws the above error 0x8007001f "A device attached to the system is not functioning".  The RGB camera and motion module both stream fine on this camera, clicking info reads out properly, and the fault is the same with or without the other L515 attached.

Reinstalling the SDK did not help, switching USB port or cable did not help, connected to (and detected as) a USB 3.2 port, the other L515's depth camera still works, and oddly, no other framerate options show for the depth camera on the L515 that is having problems, it's only 30 on all three resolutions.

Any ideas what could have happened to this unit?  It was sitting on a small tripod on my desk in between usage, nothing fell or could have physically damaged it.
