Is L515 only the depth camera or it also LiDAR sensor? How can we get the 3D LiDAR data from L515?

The L515 is a lidar depth camera that uses a proprietary mirror developed by Intel to project a laser from a low-power package that is small in size. The official information page for the L515 can be found here:

The L515 is fully compatible with the RealSense SDK software, so you can start streaming depth from day 1 using existing programs such as the RealSense Viewer or script your own applications.
