API change notes added for RealSense SDK version 2.32.1

Hi everyone,

I noticed that the API change release notes for SDK version 2.32.1 have been added (which I believe were originally 'TBD' at the date of this SDK version's release). They include support for Z16H format and creating a processing block for decoding the Z16H compressed depth format.
