Viewer start ISSUE
On Windows 10 version 1903 (Home build 18362), the Realsense Viewer and other tools don't start if in the path C:\USERS\<username>\ IS NOT PRESENT THE FOLDER "DOCUMENTS".
This appends when the user changes the predefined standard paths of Windows OS.
The bug should be in the programs (Relasense Viewer, Depth quality tool) that may look to an hardcoded path instead inspect the correct Windows function to retrive the path.
Make a folder with name "Documents" resolve the issue. The name of the folder must not be localized.

Under the default folder of the account (usually c:\users\nameoftheaccount\), where "nameoftheaccount" is the name of the account.
The "Documents" folder is normally present but may be moved out, and in this case the software doesn't work.
The last version i tested with this problem is the 2.26.0.
N.B.: take care that the path c:\users may be localized and show in your language in the hard disk tree.
